Name of This Old Movie Where A Little Boy Dies Because He is Ignored & Unloved?

I watched it at school in the second or third grade. I am not in my
mid-thirties so it's an older film. It might have been made for
showing in elementary schools. What I remember about it is a little
boy whose family completely ignores him and his schoolmates bully him.
At the end, (I think it was the end, it the part that stuck with me
the most), he steps down off his school bus in the winter and falls
face-down into the snow. I don't know if he died then but I seem to
remember he did. The moral of the film was that people can't survive
without some kind of love and affection. I'd like to find out the name
of this movie if I can. Thanks!
